Background Project Overview

State Route 74 is, primarily, a two lane highway that extends more than 30 miles, connecting US 60 (Grand Avenue) near Morristown with Interstate 17 (Black Canyon Freeway) in north Phoenix. SR 74 passes through the cities of Peoria and Phoenix, as well as unincorporated Maricopa County north of Surprise. The highway provides primary access to Lake Pleasant Regional Park and Arizona Game and Fish Department’s Ben Avery Sport Shooting Facility. East of I-17, SR 74 becomes the Carefree Highway, an arterial street controlled by local jurisdictions.

SR 74 has been designated as a Road of Regional Significance by the Maricopa Association of Governments (MAG) – the Valley’s official transportation planning organization. This designation has been assigned to a limited number of key arterials whose primary function is to provide regional or inter-city mobility as a supplement to the freeway system.

The Northwest Valley has experienced record growth in recent years and plans for future commercial and residential development of parcels along the SR 74 corridor are already underway. Recognizing the projected growth, funding was included in the Regional Transportation Plan (RTP) for preservation of right of way along SR 74 to meet future projected traffic demands, as well as the construction of passing lanes along some segments of SR 74. Funding for the 20 year plan was approved by voters in November 2004 and became effective January 2006.
