The first engineering study to be completed is the Alternatives
Selection Report (ASR) which develops and compares roadway
alignment alternatives. For every project, criteria are
developed to compare the alternatives to address the unique
characteristics of the roadway corridor. For State Route 801, the
criteria to be used include the following:

Regional Transportation Plan Conformance
2. Municipal General Plan Conformance
3. Geometric Design
4. Drainage Design
5. Traffic Operations
6. Preliminary Environmental Factors
7. Right of Way and Utility Issues
8. Cost
Upon
completion of the analysis, the ASR will document which
alternatives should be carried to the next level of analysis.
This would include a no-action alternative. The second engineering
study, called a Location Design Concept Report (L/DCR) builds
upon the findings of the ASR. This document evaluates the
alternatives carried forward at a higher level of detail.
The L/DCR recommends a preferred alternative. Similar to
the ASR, the no-action alternative could be selected as
the preferred option. Should a build option be chosen as
the preferred alternative, the L/DCR would establish the
following elements of the roadway:

General location (alignment)
• Number of lanes
• Type of profile (elevated, ground level, or depressed)
• Types and locations of traffic interchanges
• Major drainage facilities
• Major utility relocations
• Right of way requirements
• Provisions for future expansion
•
Costs for design, construction and right of way
In
addition, should a build option be chosen, the alternative
would be advanced to the design phase of the project.
